FIT and Parsons are both major fashion colleges in NYC and both have summer programs for high school students where you can take non-credit classes in a range of arts and fashion topics. However, I'm not sure if these programs have international or residential options. I've taken classes at both, and the teaching quality is great. Pratt has fashion and other disciplines you'd likely be interested in, and you can definitely get college credit for pratt and you live in dorms on the campus. Two of my friends did the program and loved it. Also look into the school of visual arts (SVA) and NYU (New York University) for precollege programs, though I know NYU at least does not have fashion.

Another option is to do an internship program where they house you with other student interns and they find an internship placement for you in the field of your choice. If you google enough there are several such programs.

Good luck! Enjoy NYC it's amazing.
